Upohar is governed by the ULAOA (the registered owner’s association), and is ably managed by a Board of Members (BoM), elected democratically every three years.
ULAOA has 48 Managers in the Board of Managers as mandated by the law. The BoM is supported by various domain experts, providing their services voluntarily.

| In addition, there is an annually elected Upohar Ustav Committee (UUC) that provides the lead in planning and organizing a year-long cultural calendar, including the Sharadiya Durgostav, in an inclusive and participatory manner.
